I second Andre's motion!  If this country is ever to have a solid renewable-energy program, we need some kind of structure from Congress.  As I understand it, the Renewable Portfolio Standard would set both direction and quantitative goals for contributions of renewable energy sources to our overall national energy supplies.  

Let me add one more thing you might send to your elected representatives.  Perhaps the simplest thing that Congress could do to encourage investment in alternative fuels would be to set a floor price on crude oil.  Basically, the last time there was a big push in alternative fuels, OPEC noticed and dropped the price of crude (which they can do at will), making the alternative-fuels projects uneconomic.  When the alternative energy products had gone bankrupt, the price of crude went up again.  That same process could happen again, and would be a disaster for the US - though great for OPEC.  If investors knew that the price of crude oil would effectively not go below, say $50/bbl for the next 20 years, money would flood into alternative projects.  If OPEC lowered the price of crude below $50, the difference would be collected by the US Treasury and go to reduce our national debt - not a bad idea, either.   How much would it cost to set up a floor price?  ZERO!    We need to do it, AS
