[Biodiesel In Utah] Please define "legal" oil?

Hi,
As many of you know Salt Lake City/County regulates the collection of "Waste Vegetable Oil", nothing like where I am from in California, and most JohnQ Citizen's just are not setup to comply. The local government is not being jerks, (like in California where it was the rendering company's profits that got it banned) their are just protecting the public from those few really stupid people who have to screw it up for the rest of us.
So "legal" oil in SLC is collected by someone that has the right equipment and a permit, I can not recall if this is the city or county controls this.
